Summary of Submissions

Pursuant to the First Schedule of the Resource Management Act 1991, notice is hereby given that a Summary of Submissions on the proposed Stratford District Plan 2008 are available for public inspection at the following locations:

•           Stratford District Council Main Office, Miranda Street, Stratford
•           Stratford & District Centennial Library, Miranda Street, Stratford;
•           Information Centre, Miranda Street, Stratford;
•           www.stratford.govt.nz.

The submissions themselves are also be available to be viewed in full.

Any person may make a further submission to the proposed Stratford District Plan 2008, but only in support of or in opposition to those submissions already made.

Further submissions must be made in writing, in the form prescribed in Form 6 of the Resource Management Act (Forms) Regulations 1991, or to that effect.  Copies of Form 3 plus a reply paid envelope are available wherever the Summary of Submissions is available for inspection.

Any person making a further submission to Council must also serve a copy on the original submitter(s) to whom that submission relates, within 5 working days. 

The remaining process for public participation in the consideration of the proposed Stratford District Plan 2008, and including the previously advertised Plan Changes 14 and 15, is as follows:

1.         There will be 20 working days in which further submissions can be made in support of, or opposition to, those submissions already made.

2.         The District Council will then hold public hearings to allow people to speak to their submissions.  A minimum of 10 days notice will be given.

3.         Council will then make decisions on the submissions made, and amendments may be made to the proposed Stratford District plan 2008.  Those who have made submissions will then be notified of these decisions.

5.         Following the notification of Council's decision, there will be 30 working days in which to appeal these decisions to the Environment Court.

6.         If there is no appeal to the Environment Court, or following the outcome of an appeal, the proposed Stratford District Plan 2008 will then become the Operative District Plan for Stratford District.

The closing date for further submissions to the proposed Stratford District Plan 2008 is 4:30pm, Friday 25 July 2008.  Any submissions must be received by the Stratford District Council on or before that day.

STRATFORD DISTRICT GAMBLING VENUE POLICY REVIEW

Summary of Information

Background Information

    1. The Gambling Venue Policy is required to be reviewed three years after its previous review.

    2. The policy review is subject to the Special Consultative Procedure.

    3. The Gambling Venue Policy Review is based on the operation of the policy over the last three years.

Review details

    4. The number of Class 4 Gaming machines (pokies) in the Stratford District has continued to decline and the amount of money gambled on machines per person remains less than the national average.

    5. It is therefore proposed to retain the policy as originally adopted.

    6. The Gambling Venue Policy continues to:

    • Not place a numerical cap on venues.
    • Use the available controls within the Stratford District Plan and the Sale of Liquor Act 1989 to achieve the required degree of control on the growth of gambling within the district.

Public Submissions

    8. All submissions are to be in writing to the Stratford District Council.

    9. Submissions may be made on the proposal at any time until 4.30pm on the closing date of Friday 8 August 2008.
